Actually saw something very similar to that on many scooters in Italy.  It covered up the lower part of the body only though.

It's called a "Lap Robe" here in the US, and for some reason only available fro sale to police officers.

My wife has one for those early spring and late fall scooter ride at 6 AM to catch the 6:30 train into town. It beats having to wear a heavy pair of riding pants.
She ordered it from Tucano Urbano in Italy.

Many Seattle scooterists rock the lap blanket thingy.
Not the absurd necktube one in the OP, but definitely the lap blanket.

The lap blanket is the bomb as the vents on the big frame Vespa vent heat off the radiator under the blanket. This abortion I posted is ridiculous. ;) I thought it was funny.
