On my mac I use Sips. Comes with it.

sips --resampleWidth [new pixel width] [filename]
or
sips --resampleHeight [new pixel height] [filename]
Using either of these maintains the pic's aspect ratio. setting both, you can morph it, but you know... stuff gets wonky.
You can also crop, crop-and-resize, etc. Most of what you can do with ImageMagick (maybe all...?) can be done with sips. I think it can do basic type conversion, too. I use it all the time for creating the _1x, _2x, and _3x image files used in XCode for retina and iPad displays.
