Wait.  Non-lethal.   ;D  Maybe a cattle prod?  We used to have goats, and when you have a billy that is aggressive, the problem is that there is really nothing you can do other than stay lower than the goat.  They see anything larger than they are as a challenge.  We used to have a big billy; when he was locked up he would smack into a wooden gate repeatedly until it finally broke.  The one in the video didn't have horns, but generally you could grab him by the horns and steer him and you'd be fine.  When the does were in heat he was really bad- otherwise he wasn't a problem. 

Basically without locking him up (what we would do) or beating him senseless he's gonna keep on coming.

Baseball bat. Aluminum of course so you get the cool "tink" noise with each head shot. Not joking.   :D
