There are some big changes coming in 2014.

*  New 1.6 L turbo engine
*  More durable tires
*  Less fuel onboard
*  Lower front
*  Smaller rear spoiler
*  More significant "green" boost option (i.e. 80 extra HP for 6 sec. per lap to 160 HP for 33 sec. per lap)

CNN does a great job explaining it.

Plans for motor racing’s electric car world championship have been stepped up after eight cities were named as venues for next year’s inaugural series.

London, Rome, Los Angeles, Miami, Beijing, Putrajaya in Malaysia, Buenos Aires and Rio de Janeiro have agreed to host the series, which will take place in city centres or around major landmarks.

The technology at that level takes years to filter down to an honestly affordable price.
